Transparencia Legislativa en Perú

CONTEXT

In Peru, legislative transparency had been a little-developed topic as a specific public agenda, despite its importance for accountability, the quality of democratic debate, and the relationship between the citizenry and representative institutions. It was necessary to open a specialized conversation that connected international experiences with the Peruvian reality and helped install the topic in the public debate.

WHAT WE DID?

We promoted a pioneering space for discussion on legislative transparency in Peru, summoning international specialists and actors from the democratic ecosystem to put the topic on the table from a comparative perspective. More than an isolated event, the initiative functioned as an agenda intervention: it made visible a field still little worked on in the country and created an entry point to discuss parliamentary openness standards, practices, and challenges.

OUR SOLUTION

We promoted a pioneering space for public conversation on legislative transparency and articulated expert voices to install the topic on the national agenda.

WHAT WE ACHIEVED?

The event marked a milestone by installing for the first time the discussion on legislative transparency explicitly in Peru, connecting international experiences with the national context and contributing to opening an emerging agenda.

WHAT WE LEARNED?
"Sometimes transforming the public sphere does not start with a tool, but with opening a conversation that had not yet taken place. Installing a topic on the agenda is also a form of public intervention."
